During the late 1920s and 1930s, Utah experienced a number of serious floods. The most disastrous occurred between Salt Lake City and Weber Canyon in 1930-1932. The seriousness of the floods prompted Governor George Dern to apppoint a special commission to investigate in Davis County. Realizing that there were many areas affected by floods, the commission recommended provisions be made for a survey of floods throughout Utah.
